February 28, 2009 - Vol 1, No 9
The Guide to North and South American Doctor Who TV Listings
by Benjamin F. Elliott
CANADA - The Doctor gets some SPACE. SPACE: The Imagination Station http://www.spacecast.com has picked up the 2008 Doctor Who Christmas episode The Next Doctor. It will air uncut in a 90 minute time slot. Scheduled airdates: Saturday 14 March 9PM Eastern (8PM Central, 7PM Mountain, 6PM Pacific, 10PM Atlantic, 10:30PM Newfoundland) Sunday 15 March 3:30PM Eastern (2:30PM Central, 1:30PM Mountain, 12:30PM Pacific, 4:30PM Atlantic, 5PM Newfoundland)

This marks a change, as Doctor Who has been airing on CBC since 2005. CBC had been counted as a co-producer on Doctor Who, though this seems to have dropped off before Series 4 began. CBC still has never aired the 2007 Christmas special - Voyage of the Damned. Repeats are still airing on CBC's cable/satellite station CBC Bold. SPACE is owned by rival broadcaster CTV, so this is not just a channel move for corporate synergy. It is not known if SPACE has purchased the rest of the specials, or if they will go for Series 1 through 4 when CBC's rights run out.

If you are in Canada and have SPACE, definitely watch one of the broadcasts of The Next Doctor and get your friends watching. Let's give the episode a big launch. If you miss SPACE's broadcast or do not have SPACE, the episode will be streamed at SPACE's web site for a while after the broadcast. Expect the episode to be geolocked for Canadians only.
USA - Doctor Who - Series 3 (The Runaway Bride and the 13 episode 2007 series with Freema Agyeman as Martha Jones) are now distributed to Public TV stations by BBC Worldwide Americas, not American Public TV. Series 4 also seems to be available to buy - start date for Series 4 on Public TV stations is unknown. BBC Worldwide Americas also distributes classic Doctor Who to the stations that air it. KUED 7 Salt Lake City UT is now on the list of stations:
The public TV stations known to have bought The Runaway Bride and Series 3:
WXXI 21 Rochester, NY (already running)
WTTW 11 Chicago, IL (start date unknown)
WGVU/WGVK 35,52 Grand Rapids/Kalamazoo, MI (already running)
WILL 12 Urbana, IL (already running)
WTVP 47 Peoria, IL (already running)
Iowa Public TV (already running)
Idaho Public TV (already running)
Milwaukee Public TV (already running)
KUED 7 Salt Lake City, UT (starts April 18)
OETA Oklahoma (starts 6 March)
KLRU 18 Austin, TX (starts April 23)
Now, I am confident that there are more stations with rights to Series 3 than that. But these are the stations who have contacted me. Somehow I doubt that BBC Worldwide Americas is going to send out a note with the stations who bought in like American Public TV did, leaving us in the dark till a station comes forward or it appears in their schedules.
Series 1 has been available to public TV stations in an American Public TV package until February 28, 2009 (today). American Public TV is not re-issuing Series 1, so those episodes will be unavailable to public TV stations after the aforementioned date unless/until BBC Worldwide Americas decides to offer them. Series 2 is currently available to public TV stations in an American Public TV package until March 31, 2010. For the Series 1 and 2 packages, stations have bought the rights to cycle through the episodes 4 times. They are not required to do so.
Thirteen stations have used all their rights to the Series 1 package - WLVT 39 Allentown, PA, WJCT 7 Jacksonville, FL, WILL 12 Urbana, IL, Iowa Public TV, KUED 7 Salt Lake City, UT, Idaho Public TV, Wisconsin Public TV, KLRU 18 Austin, TX, KVPT 18 Fresno, CA, KTEH 54 San Jose, CA, WSKG 46 Binghamton, NY, WMFE 24 Orlando, FL, and KOCE 50 Huntington, CA. OETA Oklahoma has used half of their 4th and final cycle of Series 1.
3 Public TV stations currently have rights to air the classic Doctor Who run (1963-1989). Iowa Public TV is currently airing both New Who Series 3 and Sylvester McCoy episodes. KBTC 28 Tacoma, WA is airing Tom Baker episodes while their new Who rights are about to expire. WHRO 15 Norfolk, VA is airing Tom Baker episodes but apparently does not have New Who Series rights.
In the USA, all the full power TV stations are currently due to turn off their analog transmitters at 11:59PM on June 12, 2009 and go strictly to digital broadcasting. This is the most recent final immovable date to be passed by Congress and signed by the President. Roughly one third (about 600) of the stations have previously turned off their analog signals and more will shut down during the 90 days before June 12. Cable customers are not noticing the change. Satellite customers who get their local channels on the satellite service are not noticing the change. If your TV gets local stations over the air and *does* have a digital tuner built in or as a set top box, you are fine but will want to keep doing new scans whenever stations in your area turn off analog, as the level of overlapping station interference will decrease and many stations will be moving to new broadcast frequencies to be received better. If a TV does not have a digital tuner or a box, it will only be able to get some low power stations that have chosen to stay analog once this transition is complete, and depending on where you live you may have already noticed stations going away.

Public TV Premiere Run:
I have tried to get the correct digital switch day for each of these stations. There has been a lot of conflicting information, and sometimes I have had to guess. If you are watching these stations over the air instead of via cable or satellite provided locals, your best bet is to make sure you have a digital tuner NOW (built into your TV, VCR, DVR, DVDR, etc or as a set-top box).

I had previously heard that WCET had opted to buy Series 2 now rather than continue buying Classic Who, hence the hopeful note that I did not have for other stations who were finishing their Series 1 rights without having aired Series 2 before. One of our readers has gotten the current status from WCET, and it is more somber: "Hello, and thank you for your interest in CET, and thank you for your support of Doctor Who. I asked our Director of Programming your question, and she has informed me that unfortunately, due to budget cut backs, we can't afford any additional Doctor Who programming at this time. I'm sorry to have to deliver such a disappointing answer! Thank you for watching and supporting CET."

KBTC is reportedly airing episodes out of order with a bit of
confusion, so we cannot be sure which ones are airing. They are
probably from Tom Baker's last season. Looking forward to a reliable
schedule as soon as we have it again.
KBTC/KCKA has the right to air Series 1 another 3 times before
February 28, 2009, which they are not going to use. Looks like KBTC
will join WHRO in only having Classic Who rights.
Thanks for reading. Until next week, take care.
